IMO-DCS & CII Rating
Simplify IMO DCS Reporting & CII Performance Management
The global maritime industry is undergoing a paradigm shift toward sustainability and carbon efficiency. In line with the International Maritime Organization’s (IMO) Greenhouse Gas (GHG) strategy, shipowners are now obligated to report and improve the carbon performance of their vessels. Ecosail Infotech’s IMO DCS & CII Rating Software is a cutting-edge, automated solution that helps shipowners, operators, and managers comply with regulatory mandates while optimizing their fleet’s carbon footprint.
Our platform not only simplifies the fuel oil consumption data reporting process under IMO’s Data Collection System (DCS) but also continuously monitors and forecasts a vessel’s Carbon Intensity Indicator (CII) performance — helping companies proactively avoid poor ratings and financial or operational penalties.
What is IMO DCS?
The IMO Data Collection System (DCS) is a mandatory reporting framework that requires ships of 5,000 gross tonnage and above to collect and report annual data on fuel consumption and other relevant operational data. This data must be submitted to the ship’s flag state and subsequently to the IMO database.
Data Requirements under IMO DCS:
- Annual fuel consumption by type (HFO, MGO, LNG, etc.)
- Distance travelled (nautical miles)
- Hours underway
- Deadweight tonnage and cargo carried
Who must comply?
All ships above 5,000 GT engaged in international voyages.
Reporting Frequency:
Annually, by March 31st of the following year.
What is the Carbon Intensity Indicator (CII)?
The Carbon Intensity Indicator (CII) is a performance-based metric introduced by the IMO to assess how efficiently a vessel transports goods or passengers. It is calculated as grams of CO₂ emitted per cargo-carrying capacity per nautical mile. CII applies to all vessels over 5,000 GT and is graded from A (excellent) to E (poor).
Key elements of CII:
Annual performance ratings (A to E)
Mandatory improvement plans for D-rated (3 consecutive years) and E-rated vessels
Effective from January 2023 as part of MARPOL Annex VI amendments
Features of Our IMO DCS & CII Rating Software
Our software is an all-in-one platform designed for shipowners, operators, and fleet managers. It ensures that reporting is accurate, timely, and compliant with IMO requirements while delivering valuable insights into vessel performance.
Automated Data Capture
- Pulls fuel consumption data from noon reports, voyage logs, and onboard systems (like VDR, ECR logs, or flowmeters)
- Integrates with existing voyage planning and performance platforms
- Handles multiple fuel types and emission sources (e.g., main engine, auxiliary engines, boilers)
IMO DCS Reporting Engine
- Auto-generates Annual Fuel Oil Consumption Reports (AFOR)
- Validates data against known ranges to minimize human error
- Prepares submission-ready documents for flag states and classification societies
- Compatible with formats accepted by ABS, DNV, LR, and other authorities
CII Rating Calculator
- Calculates real-time and annualized CII ratings
- Visualizes trends over multiple years using predictive analytics
- Identifies voyages, engine conditions, or operational factors that impact CII negatively
- Allows scenario planning to test the effect of slow steaming, routing changes, or cargo optimization
Alerts & Compliance Dashboard
- Alerts for missing or inconsistent reporting data
- CII risk flags for vessels trending toward D or E ratings
- Portfolio-level dashboard for multi-vessel fleets
- Role-based access control for crew, shore staff, and management
Data Validation & Audit Trail
- Full traceability of reported figures with version control
- Automatically records who submitted/edited what and when
- Facilitates audits by classification societies and port state control
Benefits of Using Ecosail’s IMO DCS & CII Software
Ensure Total Regulatory Compliance
Avoid penalties, detentions, and reputational risks by submitting accurate, verified, and timely data in full alignment with IMO guidelines.
Reduce Administrative Burden
Eliminate the need for spreadsheet-based reporting, manual logs, and redundant data entry across teams. Our automation drastically reduces clerical overhead.
Proactively Manage CII Ratings
Don’t wait for an E rating. The software lets you plan ahead by understanding when and why a vessel is trending downward — and how to fix it.
Benchmark Fleet Performance
Compare vessels across flag states, engine types, voyage routes, or cargo categories. Use these insights to standardize operational best practices.
Enable Decarbonization Strategy
Use predictive CII data to plan retrofits, switch to alternative fuels, optimize loading plans, or modify voyage scheduling — all key steps in your carbon reduction roadmap.
Third-Party Integrations
The software connects with ECDIS, VDR, PMS, and onboard sensors to create a unified data environment — essential for accurate reporting and forecasting.
Use Cases
Ship Management Companies
Easily manage and report compliance data for 10, 50, or even 100 vessels under one centralized platform, with user controls and reporting rights.
Ship Owners & Operators
Monitor CII performance to protect your vessel’s commercial value, especially as charterers and financiers begin to favor “greener” vessels.
Technical Superintendents
Receive alerts about operational inefficiencies (like prolonged idle times or poor trim) that may impact CII or DCS reports.
ESG & Sustainability Officers
Integrate performance data into sustainability reports and carbon disclosure frameworks (e.g., CDP, TCFD, Poseidon Principles).
Data Security & Compliance
- Cloud or On-Prem Deployment: Choose the deployment option that suits your IT and data governance policies.
- GDPR & IMO Cyber Risk Compliance: Built with secure protocols and multi-factor authentication.
- API Access: Seamlessly integrate with ERP, weather routing, or financial planning systems.
